I tried using a Blu-Ray DL 50gig as target media for an image on 14 as well. Make movie still shows Available space as 0 seconds if project is over 22 miutes long.
I am aware of the problems that surface in version 11 or 12, where you have to click back and forth from make moive to edit, then back to macke movie for the diskometer ...

Several of us are having issues with the Discometer reporting available space of zero on a blu-ray disc, if the HD(1920x1080/29.97) project is over 22 minutes in length. If the project is 22 minutes, the Discometer reports 102 Minutes available. If you set the quality to automatic on a 24 Minute HD(1920x1080/29.97 Blu-Ray) ...

There are many of us having this same problem right now. If your project HD, and is over 22 Minutes, and you have quality set to automatic, it will lower the bitrate down to 4000 Mbits per second. If you select best quality, make movie will report that you have 0 seconds available, and refuse to render the disc.

Sounds like you might be on to something, or at least narrowing it down.
Tonight, I will check my projects, that are having this 22 - 23 Minute project length available space issue, and see if there are high resolution stills in the project.
