Also, can you check the Studio.exe file as well as the shortcut to launch the program if both are set to use compatibility mode?  Please disable compatiblity mode.

I am wondering if FPS is the only difference on the two presets. Can you also check the codec combination (Video-Audio) and see if they are the same on both presets?

That is how it is designed. it adds zest (IMO), as most viewers will expect for that zone to be displayed and the movie just skips it

I used a program before and it is called Free Video Flip and Rotate.  Try searching for that over the net.
