It certainly doesn't hurt to have USB 3.0. It's worth the extra cost when it's home videos you're trying to preserve.

AFAIK, it's not possible to go directly from VHS-C to a dropbox cloud account. You'd have to digitize them to something first, likely a hard drive. You could digitize a couple tapes at a time, upload them, lather, rinse, repeat, until you've done all the ...
