Maybe a silly question - is your Timeline is in HD format?  If you have not changed Setup->ProjectPreferences->ProjectFormat, then ''Set from First Clip'' would be checked, and any HD clip you added to the Timeline (first) would then change the TL to HD to match the clip.  If you have added an SD clip at some previous time, ...
