It's always interesting to learn another quirk in Studio (all software has them). I often output to WMV, but have never used WMV as an input for a project, so I would have never encountered this issue otherwise.
Glad things worked out ... that's the main thing.

When I force the project format to 1280x720-30p, start a new project, and drag your 30p sample to the timeline, the project format remains 1280x720-30p just as it should.

After you change the project settings to force it to a particular format, you must select File > New Project BEFORE dragging any clips to the timeline. The new project settings do not take effect until you begin a new project.
