AFAIK, Pinnacle Sample Pack is a collection of animated video overlays and motion graphics. I don't have this pack so I can't know if there is an installer or if it's just a .zip/.rar file. By default Pinnacle places these files in ...\Content\OverlayAssets\Animated Overlays and ...\Content\OverlayAssets\Graphics
Once installed, they can be found in the Overlays category of the library and can be applied over a video or a photo on the timeline :
