I have been a long-time Studio user, but version 23 is driving me nuts.

Every time I add a MP4 file (from various sources including a drone) to the timeline, I get that green bar above the clip that makes it wait until it renders and then I can edit the clip and export the project. Is there something in the type of MP4 file that is being imported that would cause this? It's really aggrivating to have to wait for each clip...I was using "quick import" from files on my PC. 

What are your timeline settings?

What is the resolution and frame rate of your mp4 clips?

What is your playback optimization set to? 

I bet Optimization is set to 100.

Go to Setup>Control Panel>Export and Preview, and change Optimization to 50. Depending on your hardware, you can set it to zero and Render while play to off.

Also, make sure that you have in  Setup>Control Panel>Project Settings, that you have Detect Format from first clip, check marked. Always drag the video clip to the timeline first to set the Project settings.

If you use a title or image, it will change to those settings. 

Also, with your computer hardware, writing HP600 means nothing. What make/model CPU do you have, and if you have a graphics card, list that.
