    Gifs

    Is there any way I can export a short video clip into a gif format using pinnacle studio
    Or the best way to do it

    GIMP or Photoshop in timeline mode

    Or export your video as a sequence of still pictures and use an external tool to create the gif

    It looks like it has nothing to do with PS by the dithering around the hair and collar.  Looks like a Photoshop timeline project with stills and layers using the transform tool.

    Correct.  I captured individual frames as jpgs using 21.5U and then imported them into GIMP and then exported them as an animated GIF.   The tongue was an animated gif that I overlayed on the still photo of the POTUS and I added a mask (created in GIMP) for the microphone.   I could have produced the whole thing in GIMP but it was easier to get the effect I was after using 21.5U and I wasn't as proficient in GIMP at the time. 

     I've also used a little utility called UNFREEZE to create animated GIFs, but it required converting the JPGs to GIFs.  Irfanview didn't do a perfect conversion, adding the shoulder 'flakes'.
