I believe that Boris Grafiitti and ProDad's Heiroglyph have a Liquid Plug-ins. According to their manuals, you apply it as you would a any other filter and edit away from that point. Heiroglyph (full version) is around $200 and Boris Graffitti is $300, You will have to decide if that is worth having a plug-in.
If you have the $$, Seriously consider Adobe After Effects. While not a plug-in, it is not difficult to xsend stuff to After Effects or just import the graphic you create. It is not cheap at around $1K, but it opens up doors to things you would not believe waaay beyond titling. For example, visit Andrew Kramer's http://www.videocopilot.net/ for some examples. Following some of his tutorials, with After Effects you will make titles like you would never have dreamed. I am not connected to Andrew in any way other than admiration (and envy) of his skills.
