Exactly what is the content of your project? Are the project specifications for HD at 1440x1080, 1920x1080, or 1280x720?
According to what you disclose about your camera, which is DV, there is no advantage in burning an HD disc. Your maximum quality would be attained with standard DVD at 8.5 MBPS. To use the content to burn a Blu-ray or AVCHD-DVD disc would contribute nothing.
Furthermore, if your project specifications are for standard definition, there is no way to bump it up to HD.
A Blu-ray player will play standard DVD discs. A standard DVD player will not play BD or HD DVD discs. Exactly what brand and model of Blu-ray player do you have?
An HD DVD disc will NOT play on a standard DVD player or a BD player.
Did the Blu-ray disc you burned play on the PC that burned it? Does your PC have a Blu-ray burner or simply a standard DVD burner? Did you burn your BD project to BD media?
A thousand other things could be wrong, too, but there also appears to be some basic confusion.
