I don't know about PAL support (albeit some folks have reported success with PAL), but here's what I do know:
When connecting remotely, it's one-connection-at-a-time.
When watching video using a local connection, it's "one source at a time". So, everyone watches the same channel.
Watching video from a PCTV is (for the most part) something that you have to have a computer for -- no "sling catcher" or anything like that. So, no problems with PAL>NTSC -- it'll "just work" in PAL, because a computer doesn't care about PAL or NTSC.
Don't expect the fidelity to be the greatest. The remote video stream is quarter-resolution MPEG4. It's watchable, but it isn't great.
and lastly:
Pinnacle seems to have stopped marketing the PCTV To Go. You may want to go to the manufacturer's website www.myhava.com to see the current selection of devices.
