That's the message that S10 gave when you didn't have a good install.
Every time I've seen this discussed on the webboards, the answer was "do a FULL reinstall", like what's in this FAQ. Some users go even further, saying you have to manually delete a bunch of stuff, e.g. as discussed here.
But bottom line: I don't think that you're going to get anywhere until you (somehow) completely uninstall and then reinstall S10. Unfortunately.
