Here are few things to look for:
1. Video driver not updated. For this, you would have to contact your computer manufacturer for the free download.
2. Video memory is too low for high quality capturing. Make sure your video card has at least 128.0 MB of dedicated memory. I am not sure of the system specs of your Dell.
3. USB bandwidth is shared. Unplug other USB Devices such as printers and scanners.
4. Try other capture qualities and capture format. Do this to refresh the settings too.
5. Dazzle device driver needs updating.
