I do lots of sports videos, and want to Highlite one kids doing something good or bad.  Have seen ones that brighten up an oval area around the kid and everything else is slightly darker.

or something like that.

You can go HERE and download Werner Loettgen's Plugins. They are free. One of them is called Spot and will do what you're looking for.

The Studio 10 plugins also work for Studio 11.
