Yes, that fixed it. 

The frame rate of the export can be chosen with a "Custom" preset (located under the Format preset).

Since the video was shot in 59.94 fps, the export has to match.

The "standard" 1080p setting is for 29.94. For a different frame rate, a Custom frame rate is required.
