The stated tool allows one to rotate a video.  But you may have to rotate an individual clip, export it to a file, and then import that file into your final project, since rotation uses a lot of processing power, particularly if a file is AVCHD, and cause a render fail if the raw clip is part of a large project and you add the rotation to lots of other edit effects in the timeline.  If it works, fine.  If not, and you get an "export error" or hang, then try rotating the clip by itself.
