First of all thanks to all of the post on this problem all were helpfull and helped me not to miss anything. I did set my sound back to the orginal on board sound which is sigmatel and the voice over feature worked so I figured it was something with the interface of my terratec sound card. Following the instructions give by D. Stone solved the problem I had to play around with the setting in the control panel and the sound card but finally got it going under the directsound setting in the settings icon and some different settings of the sound card. This is one I would have not figured out myself again thanks for all of the help on the fourm
