Most speakers will speck louder, and softer.
Is there a way to lower loud vocal, boost softer vocal so a more consistent vocal track.

Try the Leveler effect
Open the clip in the effects editor, switch to audio effects (click the music-note at top-left) and select Effects -> Leveler)
There are some presets, you can also adjust the controls to suit the loudness of the quieter vocals. There's an old (quite useful) forum thread here that has some information about using the Leveler effect and what the controls do.

Unfortunately, this feature is not a normalizer. It applies a uniform -12dB gain, regardless of the audio level of the clip.
A normalizer should never apply a negative gain, unless the target is set under 0 dB.
