18.6 3D MP4 Side-By-Side 1/2 width output render not completing on AMD based Windows 8.1 system

I am using Pinnacle 18.6 on an HP Pavilion Slimline "S5610F" AMD Athlon II 250 Dual-Core Processor (3GHz) with 8GB RAM and Windows 8.1 64-bit.

The input files are 3D from a JVC GS-TD1, MTS 1920 x 1080, video data rate ~25,853 kbps, 29.970029 fps, audio codec A52 (aka AC3) 256 kbps, stereo 48 khz.

The problem that I am having is that when I am exporting to Side-By-Side 1/2 width anamorphic MP4 (720p), the output files are not rendering completely, leaving blocks of errors in frames on the right side frame.
