Lines moving up slowly through the picture are usually caused by hum in the video. This can be caused by several things. The most likely is either a bad ground on one of the video cables, or more likely a ground loop hum. Sometimes this can be corrected by plugging everything into the same electrical outlet, or using ground lifting AC adopters. There's no one single answer, you just have to do some experimenting.

wait. so this is happening because my computer and tv anre plugged into diffrent outlets?
so just plug them all in the same one ?
thanks don you were right. the computer, xbox, and tv were plugged into the same outlet and bam the white lines are gone.
had to change my room arangement, (ugh) but at the end it acually looks better :p
Sometimes there can be a slight voltage difference between the ground circuit between outlets on different circuits. This causes a small 60hz current to flow through the shield connections on the video cable causing the hum bar to be seen.
